I tried adding her, but never accepted back either assuming she didn't recognize me or maybe moved on (which I hope not).. what's the best approach to do to keep in touch without being a creep?

We live the same neighbourhood and last Saturday she was yelling at some kids for playing outside in their own yard and refused to leave the yard so the kid's smother sprayed her with a water hose and she started to cried.
